It's for something that's apparently to be implemented at some point in the future. I don't think they've given any specifics as to when, but there's nothing to do with them but hold onto them waiting for their use to be added to the game.

Photo's are now usable, and what does fever time do in raid events?

Fever time in raid events guarantees that all raid bosses spawned for the duration are character bosses. Usually there's two of them, but in this case it's just the Sakura / Murasaki team so they will be the only thing to spawn as long as fever time is going. As for the photos...I guess they're technically usable now but the prices are so absurdly high that they're still basically pointless.
