It is guild. And you dont spend, you receive 300 wnen you join any guild for the first time.

Someone know what is it / where to find / how to access?

I can make a food event team, but don't know where to fight that. Also one of the cat rewards is a bonus to "Rokugemon's event" and I don't know what that is either.

There is a panel in the lower left of the home page that cycles displays of further links. If you click on that, it will take you to another page with several hotspots/panels. One of this is for a gold cat and silver cat for Bless(ings). The silver cat provides improved probabilities for rewards in Rokugemon's event. The gold cat provides improved probabilities of receiving an R or SR character while in the Infinity battle area.

How high did you have to get before the cat/store provided the opportunity to go to Rokugemon's event?
