Unlike T-00 who is more of a mechanical being, bio-organic weapon, Baron Delmont is a human, though he is as large and as menacing. Baron Delmont is also likely based on T-00's appearance in the original Resident Evil 2 game, instead of the remake. Like T-00, he is also known as a Tyrant but he isn't a brutal man what he's parodying. He also knows where his men are just like T-00 knows where his targets at when he's hunting them.
