Like Lumino that is a Spirius agent and is tasked on going on various alternate worlds to destroy the Fractured Dimensions that is a major threat to the Prime Dimension, so is Lumino but he mainly fix timelines and also recruit men to the Haremverse at the same time. His power is referencing Lumino's Chromatus form, but only affects his arms, not full body. Lumino's other job that deals with koban transaction is likely based from Nova, Ludger's childhood friend who's serving as a debt collector in Spirius Corporation.
