As evident by Cristoff posing as one of Sailor Moon's iconic pose, he's indeed a genderbend version of her. Cristoff's genderbend look is then based on Archie, wearing clothes as him but different in color and the size is different, his job being related to water is also similar to the leader of Team Aqua.
