His hair isn't as wild as Atem though it's styled the same way and having similar color schemes. Slutankhamun doesn't wear a shirt and instead of a cape, he dons a green coat, though he still has similar golden accessories. His name appears to be a reference to Tutankhamun, an Egyptian Pharaoh who's tomb was discovered in 1922. The two guys in his last pose are parodies of Joey Wheeler and Tristan Taylor.
