From the respective Gacha in the shop and playing the world tiles.
During events there are special deals in the Event shop where you can exchange event currency for random emblems.
And then there is Ocica - which has the chance to drop High Tier (4-5) emblems and tanks. Its a very small chance though.
I think I got one 5* Emblem from Ocica, so far, no 5* tank though.

It's the city on the East side of the crater.

Very last City you can get to currently.
All of the levels on that tile have a chance of high tier loot although its fairly small chance.
It also gives good exp, so if you can clear the map without suffering to much dmg, you can farm that one.

I wonder when they will unlock the last 4 map tiles including Abyssinia and the Crater itself.

I got Cerys for my login 5*. I guess I'm glad to have her, but ugh...heavies. At least she only costs 5 gears, but I still don't think I'll bother using her.
