A blast radius of five covers 1.56 times the area of a blast radius of four. That's a not-inconsiderable increase.
Damage output - The amount of damage a tank puts out. Per gear cost, the GW Tiger puts out 38.6 dps. 36.24 dpspg for a SU-14-1, 44.475 for a FV3805, 46d for the T-92, 79.93 for the M8 and, to be fair, 28.8 for the S-51 and 20ish for the Panzerwerfer and Katyusha. The Panz and Katy have much more destructive and versatile actives though, and the S-51 has a stupidly huge blast radius that effectively bypasses defensive counters.

The other way of looking at that is that there are countermeasures against a GW. Sure, it's attention grabbing when a tank knocks a chunk of damage off at once so you learn to throw up a defensive active to shrug it off. A stun? It's still a stun. Six seconds of the enemy having complete freedom to step all over you while you do no damage and any active skills you had going burn out. The GW's active is still effective against the AI mostly because the AI always uses it's actives immediately as they become available.

So 'grossly inadequate' is too harsh, probably? It still seems more like a pretty okay four star tank with a five star tank's skill.
