So just use highest unit level or apply a simple outlier cull. Eg - don't include tanks 5 levels below the highest level tank in the average. For instance - The 175 reset. IF a person can complete all 16 tiles effortlessly it's 32/175 = 0.183 'candy per core' vs. 50/250 = 0.2 cpc in the store.
So the extra cost for the reset is for... what? A fist-full of one star emblems?

Scale the cost of the map run reset to the number of tiles completed so it's actually useful to anyone unable to complete the full run.
(20 cores) + (8 cores) * (number of tiles completed) = 20 to 148 cores to reset. So if you can only beat 8 tiles it's .19 cpc but if you can beat all 16 it's .216 cpc. THEN it's a useful feature to players that aren't able to do a full run and not a tax on the math challenged. (Don't give me no guff over the numbers, it's a quick example.)

Welllll... Only if you assume (A) that level scaling on the event is applied consistently. (B) That tank level scaling is linear such that a level 49 tank is to a level 39 tank what a level 39 tank is to a level 29 tank. (C) You discount the skills and effectiveness of your five star units and emblems. Etc and so on. We've already had people say they can't clear it. It's not Halloween Event hard, but it's not something 'everyone can do'. Rolling up a new account and see if you can still pull it off.

- Premium - 2250 cores
100% chance for at least one 5*

70% 1x5*, 10x4*
25.4% 2x5*, 9x4*
4.14% 3x5*, 8x4*
0.40% 4x5*, 7x4*
0.03% (5-11)x5*

So your mileage on 5*s is (statistically) a tad better on the Soviet Pack, but you risk getting RNG screwed and are shorted 7 four star tanks. You also only get soviet tanks.
