If my calculations are correct, then the max level of girl 11 is 4750.
The level of the last upgrade for girl 11 is 3900 (Final Fisting - x185), so the game does not stop there and there are quite a few levelups available after the last upgrade (as I am sure everyone who did a long run has noticed).
