Perhaps the artist made a satirical play on "Cowboys and Indians"? Seeing as how the Dallas Cowboys cheerleaders are pretty famous with their own calendar and all? A bit of a stretch, I know, but the only logical path I could think of.

Wasn't she sort of a cheerleader during her event? Alternatively, they might have gotten enough flak to avoid adding more Indian-chan but not enough to change what already exists.
