According to the wiki, the upper stage's final boss has a 200% attack buff. Evasion or other forms of negation are the only option to survive attacks. Attack debuffs are worthless there. Rainbow Rose + Burning Bush, evade tank and others killed the final boss in two turns after several tries. The other three teams were only there to kill the first wave.

The lower stage has large accuracy buffs and a lack of attack buffs. Attack debuffs are the obvious thing to use while evades are ineffective.
