Historically has it been a twice per year thing, or is this re-roll gatcha a relatively new thing?

Also, does anyone know, if I exit the game during the re roll gatcha and did not press the "confirm" button, when I log back in, can I go back into the banner and continue with the re-roll? The rules seem to say the 100 gems will not be consumed until the confirm button is pressed, so I'm wondering
