Blossomed affection and blooming aren't strictly tied to one another. You can still do one without the other.

Blossomed affection is also applicable to girls without bloomed forms (old affection bonuses will be retained). On the other hand, blooming (for those with bloomed forms) can still be done even if the girl's regular affection is not maxed. I already bloomed Justicia even with just 98% regular affection.

One thing though, you'll only get the second bed scene by maxing blossomed affection on girls with bloomed forms.
