They're decided by popular vote from the players (the events, like the one we have now on Nutaku, where we get to vote for some girl. but on Nutaku, the winners only get a gacha). And for some reason, the Japanese rather vote for 6* girls to get another 6* variation than vote for Cepha, to give her the massive improvement she deserves.

No, there've been only three votes and a 5* won the first while the third set of winners haven't been implemented yet. It's the devs deciding most of the dupes.

100 gem straight to trash can and 5star ticket gave me Delphinium. Blergh, time to save another danchou medals.

In the exchange center, there is a page with 6* included. That means you get a an exchange ticket from something ?
Could it be the gacha on the 4 tab ?

Soo apparently there is a way to get a 6* characters.
The details are in the Patch Notes below the game window. I used Google Translate to get the geist of it, but I am still not sure what is the currency they are talking about. Seems to me like you need 5 Danchou coins to exchange for some sort of Rainbow currency. Once you have 300 of it you can exchange it for a rainbow ticket (or directly for the girl in question). Or something like that ?
Anyone with JP skill might wanna take a look at thi ?

If you buy the D-ticket (this is the one that you exchange for D-medals and gives you 7.5% rainbow/92.5% chances) and get a gold from it, you gain 30 rainbow medals.

When you have 300 rainbow medals, you can exchange it for any rainbow you like. The rainbow list will be kept up-to-date, so you can get future characters from it.

If you bought D-tickets and got 5* characters from them in the past, rainbow medals for them will be handed out next week.
