I tried in my first turn team with Cybidium + 3 x1.6 skill gurls + Fennel (x1.5 skill for herself on first turn) and it was displayed like this:
- ATK boost
- ATK boost on first turn
- x1.6 skill rate for everyone
- x2 skill for everyone and x3.5 skill for Fennel turn one

If maths on this game are correct the skill rate must be:
skill rate x 1.6 x 2 so, skill rate x3.2 on turn one, since regular x1.2 skill rate applie to the base skill rate before. Or... well. I don't know the logic behind this actually. To know this exactly, we should know the skill rate formula in-game.
the normal 1.2s stack as you have said but the 1st turn skills seem to work separately. From my extensive testing it works like this:

Base skill activation 20% x 1.8 (4 x 1.2 girls) x 2 (for cymbi) = 72%
Base skill activation 28% x 1.8 (4 x 1.2 girls) x 2 (for cymbi) = 100.8%

This seems to be the way it works because I did not seen a girl with 28%+ not activate on turn one in over 500 runs in that squad when I was using it.

From what other have said about their experience this is how it works. So cymbi is stronger then she looks because it's not 2x skill rate it's 2x ADJUSTED skill rate.
Apparently +atk on 1st turn works the same way.

EDIT: Just realised that it makes no difference which way it works... 20% x 3.6 is the same anyway lol.
