As far as I can tell, there's no real mention of the people currently playing the game in that notice, but it indeed mentions "all customers".
Now that I think about, the chance of everyone getting rewards is quite high if we take into account that, for example, rewards from livestream events usually go to everyone as well.

Yeah Corticam is the new 6* Girl. She has to be a Magic Type though.
Only other possibility would be Blunt Type cause she could use her weapon as a Twohanded Club or Mace.
Overall I like her design and her Abilties are also quite nice.
I also think it's less bothersome for the devs to just send the rewards to every ID than to look up the preregistered people.

I just hope they will not send these rewards only if you're connecting to the mobile version...
