Well I've got 245 completed missions in my list waiting to have the XP gathered, so yeah I think they stick around forever. But I don't think your plan will work, because you seem to get contest points from XP when it's awarded not when it's collected. I think the only reason to hoard mission XP is when you reach Level 40.
