Well, the reason you want to start with an account with SSR on it is because you'll have a 0.none% chance to draw the one you want once you started playing. But it doesnt mean SR are trash.

Easiest way to progress trough the game is to have the strongest main team possible, and a decent B team which cover your main team weakness.

Knowing that, the best kamihime you can get alongside Gaia actually is Sol ofc (and considering the lack of wind healers, there is a lot of chance she will stay in your team forever)

But considering gacha is a bitch, and if you don't want to continue rerolling for ages, you sometimes have no other choice but going with a goodenough team.

With Gaia, you can choose to go with a water SSR or multiple SR hime.

Hermes (wind) will bring you 2 dots and has a self imune.
Chronus (wind) is a decent dps with an atk debuff (but it doesnt stack with Oberon's debuff, and you want Oberon)
Belphegor (water) would be a really good hime for your B team which will give you boss control and atk+def debuff

Next step (whatever team you start with, even with Sol), will be to start lvlup and save your jewels for Titania (SSR wind buffer)/Oberon (SR wind debuffer) release (~3 weeks according to japan wiki).

At this point, if you started with a "goodenough" team, and can't draw anything good from the gacha, you'll still have the choice to start rerolling again and hope for Gaia + Sol / Titania / Oberon.
