That's the cap to the bonus, not the cap of the damage.
At the moment, you can't use Shingen's Provisional Forest along with Union Burst buff, for example. Since you'll go over the bonus cap and waste a lot of it.

There are not many ways to go over the cap. The best one is Awakened Uriel, whose second skill increases her damage cap.
