And to answer your question.. both water & light are pretty well-covered in regards of debuffs & got a pretty good survivability, so they both work fine as an insurance for stuff that you're not familiar with, or stuff that you can't bruteforce with thunder. Light has an advantage compared to water since it has no weakness, which serves the previously mentioned use better.
Both light & water rags are pretty cancerous, so that doesn't really decide the question.. although, if thunder is your main, I'd assume you're having an easier time with water rag.
In the end, I guess it's up to you. If you're a bit ahead with water, I'd probably go with that. You will eventually grab light as well, anyway judging by what you said.
