I love using Shingen, but a large part of that is she's equipped with Storm Bow Alvand which gives me def down on burst, and I almost never have problems getting a full burst off after using provisional forest. The fact that Herc's axe gives def down on burst makes it super appealing, but I also don't know what Shingen's burst skill is. From what I remember reading the buff to provisional forest goes from 300-500%, but I don't know how that compares to the elemental attack buff from Herc's weapon or the loss(?) or the extra def down. As a fellow water main, my general advice is to go Herc instead of Shingen, because Shingen’s burst gen is something only wind can keep up with for now, and you’re much better off with the all rounder skill set of Hercules. Some people might still opt for Shingen, however, with builds around Saraswati and Asherah, but my take is that it’s not really worth the clicking effort.

Specifically to your case, you don’t have the def break cap achieved, so it’s even more imperative you run Hercules to cover that def break you don’t have to band aid the fact that water just doesn’t do damage for shit. Shingen’s burst effect is to gain more burst, btw, so effectively she refreshes burst sooner than every other soul save Arthur.
