It is... during Burst Hour. After that, it becomes really hard to make proper use of it. Remember, a single, normal hit will basically cut your 10% bonus damage into half for that Hime/Soul. A triple hit or just about any Overdrive will remove almost all of Vigor's effects.

Not impossible to build around it, though. Some team-wide damage cuts and heals and Vigor is great. But it's still reaaaally risky to play around with it. Get your basics down first (debuffs and Grid, Grid, Grid).

Basically only a couple, select Soul skills hit the entire raid. So charge down doesn't apply to any other player's raid.

The damage cut? That applies to whole raid. And yes, it stacks, so if you just wait for three casts, you can make your team immune. This can be fast or slow, depending on other people in the raid.
