The answer to this largely depends on your stats and your Grid, but in general, the 40% Elemental is better.

I've made a damage calc for this, if you want to check more accurate results. It doesn't support the burst streak bonus but it should be close enough. If you care for the nittygritty details, for that I have made a pain in the ass to use advanced calculator.
