We were suppose to have her several events ago, but again with Nutaku doing their own thing.

I've constantly been farming Thunder Disaster for weapons (since I'm planning on maining Thunder).. but only been getting HP and next to zero ATK weapons.

Should I LB and use the HP weapons or keep going for ATK and save my R fodder? My weapon grid is pretty bad right now.

Long-term says you're gonna want mostly assault weapons in the grid.
Short-term asks how desperate are you for raw power right now? I wouldn't limit break the defender weapons, but throwing R fodder material at them for raw stats right now is justifiable if it's still early on for you.
No point in limit breaking defender weapons that will be replaced; the # of R's needed to level post-40 is too much of a waste.

I'd say I'm more impatient than desperate at the moment due to horrible rng, but I can tell I'm behind in damage. I also realize Thunder is more raw damage oriented than other elements, so I guess I really should focus assault entirely.

Just for the record, for Thunder to be eligible you need to be willing to open up your wallet. For at the very least for Miracle Tickets. Thunder requires an extremely exact group to function, and half of that cast isn't even released yet.

As long as you know what you're getting into, it's fine, but.

Seems like a nice balance but it's tough to enhance over lv14

I'm aware, sadly. I won't be opening my wallet, but I'll be fine with it as long I can push through most content. For me, one reason I chose Thunder was the playstyle, if you can even call it that on this type of game lol. I mainly chose due to the kami/eidolons themselves though. I went through the JP Wiki looking at each element and just prefer Thunder's selection. I'm also going to work on Fire on the side, and get my other teams strong enough to do at least Expert Advents.
