No you can get it... there are actually 3 both for crom and weapon disregarding lottery. still PP is the way for old player so with lottery they can get the complete 4 for each item. If you really aim for all 4 you need at least one from lottery.

still im quite busy IRL so mostly i will content with only one SSR item from 8 possible chance.
