In a gacha game, a scene collection benefits everyone. It is not exactly fair to assume that everyone will be able to access even half the scenes.
Also, if somebody in China or Philippines wants to make a profit out of the assets, they wouldn't use Nutaku's. They'd use DMM version, since that has vastly, vastly more stuff than what we do.
