So from what I read there the idea is to get Mordred for Black Propaganda, but then if possible get Joan D'arc as well and use Black Propaganda as an Ex skill. Does that sound about right?

What's Joan's primary skill? On the toolbox it just says "all -40%", I'm not sure what that means.
