Well, that's only if you can trade fragments for Regalia. Progress will be stalled until the shop trade is implemented. Only source will be spawns. You need 30 spawns just to buy 1 copy, and farming 90 cores for the spawns takes a ridiculously long time. I have around 90 for Wind after farming pretty religiously for a month or so, plus sporadically for the past year.
