that buff probably makes up for the stat loss, but what i also said that there is better out there. considering the elemental buff is "medium", that's 15% elemental attack (or regular attack in the case of the phantom one). so you mean to tell me 500 or less atk difference is that detrimental compared to a 15% buff?

now we all agree on the fact that as a main eidolon, they are really horrible. but as a sub, they do have SOME use UNTIL YOU GET BETTER STUFF.

so i'll say it again, IGNORE THIS WHEN YOU HAVE BETTER STUFF. until then, use them.
For the sake of the argument (debate?), let's assume the player has access to 6 or more SSR event eidolons and the lilim. After all, recommendation for those who don't is use whatever best raw stuff they have, but this debate is more about optimisation.

1. Lilims take 10 turns to charge. Quite the long charge time, and I don't think anyone really wants to spend 20+ turns in a battle, just to benefit from the 15% buff for 6 turns. The mathematics do go to the lilims if you consider stuff like that (AQ4 and others) and you have a practically high atk rating and assault bonus. (The lilim's buff is elemental right? As in, separate from the weapon assault bonus? I forget lol)

2. Lilims are actually less newbie friendly than you would think, assuming my conception about their buffs are correct. Newbies need raw base stats way more than they do % buffs. A 20k atk setup is gonna benefit way less from the 15% buff than a 40k atk setup. Of course, if the lilims are the highest stats you have... that's your only option.

3. Don't forget you're losing some HP as well... though I suppose people care slightly less about those.

4. Well. Kaisers. A point done to death, but still a point

And I guess I'll just stick this as a conclusion... people will get better stuff over time.

And more will start complaining about how underpowered lilims are considering how often they appear.
