I have Pallis as well as Valerie and had the same qualm, though I think that Pallis may be stronger at max affection and skill since her skill boosts her power whereas Valerie's boosts his effect area.

Since you mentioned Cyrus, how is he compared to Barbastroff? I got him early on but never managed to fully level or cc him. Though now that I have Sasha they may both be not as valuable.
Generally 2 mages will cover 95% of the maps. So if you have both barbastroff and sasha, chances are you wont need to buy cyrus till you have awakened them both.
