Focus Fire makes it so your units will attack that target and you do X% more damage on it, X being the number above the target that has been marked for Focus Fire. You want units who have this skill to have high speed cause you want it to be applied earliest you can.It goes away at the end of each round needing to be reapplied. Too slow and your other party members will miss out on the damage bonus because they attacked before the unit could use the skill.

Bear helmet is reduction, not resistance. Regardless, I don't know the damage formulas in this game so I can't really say.
