Yes, you should evolve your generals. For starters, you can't deploy more than one of a general at a time. The only way that multiple copies of the same general benefit you apart from using one to evolve the other is if you have another general inherit a skill. But inheritance requires that the feed general be level 55, and hence four star.

If you have two of general X and neither of the cards are at four stars, you should nearly always either use one card to evolve the other or get rid of both cards (in the case of weak generals that you don't want). The only real exception to this is a general with an exceptionally useful skill to inherit that you're willing to burn a bunch of EVO cards on to evolve both. That's just about not going to happen with UR generals, as UR or universal EVO cards are so rare, unless you're a whale who can count on getting a bunch of such EVO cards from "spend $200 to get bonuses" events.

Evolving a general doesn't just increase the level cap. It also increases your base stats by 5, and allows you to equip better gear. A level 35 general really can't equip much in the way of worthwhile gear, and will never be all that powerful. Given a choice between a level 35 Tiger of Kai and an average level 55 SSR general, I'd sooner deploy the latter than the former.
