Shien is an Attacker, his high single target damage means he'll be doing a large portion of the damage in any fight.
Because he's a man, it's easy to max his job evolutions and hence his HP and MP will be high.
Shien's good speed means he precedes many other Attackers and in combination with his Daikatana (+30% damage) skill sets up other Attackers to deal greater damage.
