I disagree. Having no 3rd outfit makes for a nice, clear, "Don't bother" indicator.

Not sure what you mean by 'don't bother' because you will have to max affection the girl if you intend to use her in your team to any great effect.
These event girls are also so good that not using them in your team would be a stupid idea, so max affection will happen at some point.

So how many other girls in this H-game are going to be devoid of H-content? I said back when Ilona got her stories that it was setting a bad precedent...looks like I was right.

Cleared tile 3 on both paths without loosing a single tank; here's some changes that i noticed:

-tile 2 boss is now crystal (before it was something like tile 1 boss);
-tile 3 on haunted (spirit) path has no middle pumpkin turret;
-tile 3 maps don't spawn mouse, reavers and some other 5* like GW Tirer, S-51, FV, Sturmtiger;

event tanks still spawning.
