Well, they're actually downloadable characters for a fighting game engine called MUGEN. This engine basically allows people to create any kind of fighting game character they desire using programming and art assets to play within the engine.
If you know how to setup up MUGEN for yourself, you can absolutely download the characters and play them within the MUGEN engine.

The guy has a youtube channel as well where he showcases the Flower Knights he ported over to MUGEN (toutube watch link):

He apparently just got started messing with MUGEN recently so they aren't "true" fighting game characters in the sense that they aren't balanced to usual fighting game conventions (they don't/can't crouch for example, or lack throw moves) but hey, considering how hard it is to rip sprites straight from a game and port them to MUGEN, I'd say that's a good enough job.
