Dress blooms are premium. Target your waifu and lower the cost best you can with seal stones.
If its current you can but blooms in the FG Clearing house. If its featured in the 30 FG gacha, roll baby roll.
Reprint girls are 615 and there are great ones to be had there as well.
Rainbow Rose will be coming around again sooner with an event seal stone or later as a perm reprint.
