if it buffs attack, it buffs normal attack. including double and triple. if it buffs burst... it buffs burst.

however, i think if there is an elemental dmg buff, then it buffs all attacks of that element.

Attack buffs do increase burst. Burst damage is just a multiplier attached to your normal attack damage.

There are many reasons why your burst damage might not be increasing from buffs. Using a weaker eidolon? Less def down on the boss? Someone summoned Nicholas at the wrong time? Possibly others I can't remember.

If it says atk then it means all attacks from that unit. It's regular attack, its skills and its burst.
