Yea, dropping Black Propaganda would solve a lot of problems and open a lot more options. When it comes to many raid and union events, I sometimes don't even have it on, but solo content, I don't often want to risk it, especially not something that can only be ran once or twice a day.

I'll have to start running quests with my light team without Black Propaganda for a while and see how it goes. I'm afraid the amount of regular overdrive damage I end up taking might defeat the purpose of avoiding raging overdrive damage, at least for certain fights.

There are a few factors that need to be determined before you bother but it's weapon type (arcane, sword, etc) has very little in deciding this. Weapon type for the majority of your time playing, will only matters if you need to use it for your soul, but in the case of your example, an arcane for an arcane, that doesn't influence the decision to swap one for the other at all. For future references, himes get bonus stats for you using their preferred weapon type in the weapon grid but that isn't something you should bother with til you have a completed max break SSR weapon grid with the weapon skills you want.

If your wind weapon grid isn't filled with SR or better weapons yet then yes, max break limit it and add it to your weapon grid.

If you already have a full set of SR or better weapons, then no. There's little reason to waste materials leveling a new SR weapon to replace a SR weapon. Some of those few reasons to bother would be like leveling an SR assault weapon to replace a currently equipped SR defender weapon, replacing an SR weapon that you can't max break (got it from gacha or didn't complete event), or a weapon you need to use for your soul.
