Remember that there's a bonus 10% stats for the same element, which most of your other Eidolons probably don't have.

Anyway, the on-use gets a fair boost going from 0 to 1-star (Elem+ goes from 30% to 40%, Dragoons are the only Eidolons that I know of which have a scaling on-use), but unless you're seriously committed to that element, it's probably best you get the other elements first.

Offtopic: elaborate what you mean with fast debuffers? If its combination of generating burst and having a useful debuff, all i can think about is Thanatos (guranteed combo attack, burst gen on nuke, c-frame def down) and Satan (-15% def down A-frame and -10% dark down), DATA selfbuff and +15bg (on awakening).

i.e.
BaarU: 30% thunder res down + nuke that comes with self DATA buff

Tishtrya: Light Dmg + Crit + 50% TA buff, 15% B Frame + VoF. 10BG per abi usage.

Vohu Manah: 30% Water res down, Guaranteed TA and instant normal attack

Lugh: hard-hitting nuke that also gives her 20BG (30BG after buff from bursting) that is spammable via reset every single turn (comes with stackable atk buff). Oh and the not so important 20% C frame.
Vahagn: 50% self Vigor for 5T + 10% Special Attack from passive when hp above 80%. Guaranteed TA for 5T. And A frame 20%.

New star Iris: 7 hit nuke with boostable dmg cap (reports of 150~200k per hit) depending on her passive. 30% Light res down. Spammable 10BG every single turn that comes with color buff, her unique gimmick. Each of the 7 + Rainbow colors give her different buffs after activation via Burst:
> Light Dmg
> Crit
> DA
> TA
> Enthusiasm (Zeal without DoT)
> Vigor
> Special Dmg
> Rainbow = All of the above
