Yes, people who can farm Expert can probably MLB the Lance, and should get that first (and also grab Apo herself if you need a Fire or Dark Eidolon).
I'll just add to that to remember about leaving 45 silver and 25 gold mats for FLB. One can easily forget about it and it can cost some huge power spike for said weapon.
