As for team building, do I start with building the team around the SR/SSRs I have, or do I build them by skills and try to limit the elements to (ideally) 1?

Also, how many atk + def down you need in a team? Do you need a team that can stack both debuff (+ and ++)? Then in addition to that, I imagine you will need some source of Blind/dizzy (or both)?
It's definitely a good way to start off though composition and utility are the biggest priorities. Your soul can help fill in gaps of missing roles and debuffs and some himes, if you managed to get them, are recommend to use regardless of your main element like say Sol or Amaterasu as they bring in a lot of supportive utilities which also opens up more options for your soul choices.

Buffs/debuffs are split into 4 categories we call frames: A, B , C and D. The game itself doesn't list which skill falls under what frame but you can generally guess which frame by the way it's inflicted. Like A-frames are often applied with an attack skill while B-frames are commonly straight up debuffs only skill. C-frame are unique skills and D-frame is eidolon activated. You can stack 1 of each on a target for 4 of the same debuffs/buffs which I believe caps at 50%. Some buffs can only have one active at a time like regenerate. If you try to use 2 same frame atk down debuffs, the stronger one will overwrite the weaker one. You generally want at least 2~3 atk down debuffs for the harder content like Advent Ragnarok, I think 2 will usually suffice if you're lacking the skills but aiming for that cap is always good. C frame atk down debuffs are fairly rare so don't be worried about not having all frames.

Dizzy and blind are optional and dependent on what boss you're fighting. Some bosses don't use regular attacks making blind useless on those kinds and dizzy can work against you and mess your timing, which it has plenty of times for me when trying to mitigate overdrive damage with a defensive buff that only last 1 turn only to have the boss stunned from dizzy and have my buff completely wasted. Of course they're generally more helpful than not.
