Sometimes you may get lucky, and yes, they do drop SSR - but chance of it even more infinitesimal.

I keep most of my SRs at 3 stars. I only 4-star the ones I use regularly or that get an upgrade to a particularly useful ability at 65.

If you can afford it, get it. It's quite a potent skill level enhance material, although you should really only be saving it for past SL25+.

It is safe to skip it. If you have enough materials lying around after buying everything else, you can buy it for fodder as suggested above.
