Depends on the map's UP requirements. Mincosted Hayate is 11 points, Saki is about double that. Saki does have the chance to assassinate someone a few seconds after being placed, but she also costs 300 DCs. If you have the spare DCs, I'd say go for her, otherwise Azami (if you have her from the event) or Hayate should be enough.
