What debuff do you mean? Ctulhu has 4 debuffs. 1) a-frame attack down, it almost always hits even w/o VoF 2) heart - chance is low even with VoF, but will be a little bit better. 3)aoe nuke + c-frame def debuff - withount VoF chance is around 70-80% generaly, VoF helps a lot 4) steal overdrive orb - chance is less then 50% even with Vof, i guess VoF doesn't work on it at all. So we can see that only skill that has good benefit from VoF is def debuff. If it is enough for you - choose Mordred as soul, otherwice - someone else, like Gawain. Ctulhu+Belphegor+Ambush is very good plan.
