Problem with the bow is the lack of assault. If you are not capping your existing exceed, assault generally gives more dmg than exceed. If you're hitting burst cap, the exceed can be worth more than assault (assuming you can still hit burst cap without that assault.) You really want both assault and exceed though, so Ophiel bow is sort of a last resort if you don't have the demon UE bow or Merc axe (even LB0 Merc is better than Ophiel bow 'cos by the time you hit burst caps, your base stats should be high enough that the 16% assault is worth more than 1.2k-ish loss in raw atk.)
As for avalanche, I guess it's better than no skill, but it hardly makes up for the lack of assault. Honestly, I would prefer defender over avalanche since Ophiel lance grid lacks defender. As an actual dmg multiplier, avalanche is far inferior to assault/vigor/exceed since it basically only boosts your natk dmg. It can be helpful for getting you ready to burst faster or more consistently, but it's unlikely to be enough to offset the loss in assault (this is unlike accessories, where the assault-DATA trade-off ratio is much more attractive.) In fact, avalanche can sometimes be worse than barrage - for GDATA builds, you want more TA not more DA as the DA will crowd out the TA from normalization.
Also, you are extremely unlikely to need more than 1 MLB Ophiel bow. Serious water mains will save eyes to buy a Merc axe. More casual or non-water mains can go Ophiel axe grid (40% exceed from phantom axe) or simply don't have the right hime buffs to consistently make use of exceed beyond the first 40%. Simply farming 5 MLB Ophiel weapons to fill a grid actually gives you a decent chance of getting multiple bows as drops, so I generally discourage ppl from buying the bow even if they'll eventually need it, just in case they get it for free.
