Even though Ragnaroks are the only way to get Reds? Yeah, we totally can avoid them.

At the moment, Expert has some droprate on Reds, but if I've understood right, then the next raid event is removing that. So enjoy your forced 100 Ragnaroks.
At least they're removing PP from Tickets, so that's good.
