in a light burst build, Nandi would be useless... the 20% burst thing probably gives like an extra 2 burst per hit or something trash like that. the burst building is up to the kamis, while you need strong eidos with elemental bonuses rather than char atk.
her rampage summon can also fuck you up since it's a random ally she gives it to. whether it lasts for 1-3 turns, can also fuck over a full burst if you use it at the wrong time... similar to dizzy, fucks you up sometimes.
better to avoid her summon unless you really need some extra damage from ANYONE. the ideal situation to use it in would be just before an enemy is about to wipe you out and you need some extra damage to take her to stun or something.

keep her as a sub eido if you want higher stats/overall atk, otherwise sell her and wait for Kinshi who actually gives all ally zeal as a summon just like Yule Goat.
