While 1-3 / 2-1 gives more total exp, the cost for leveling up high level girls is insane. Depending on the level, 10 lvl 5 manyus won't give a single level, while costing 30.000+ gold. You end will a lot of stocked manyus without gold to use them.

The simple fact that the 80 STM bonus stage gives only lvl 20 and very often lvl 100 manyus makes it better for both girl exp and gold. Not to mention the boss stages that gives advanced equipment seeds.
