I'd suggest to use it to maximize your best girls, 6* if possible. Other girls may be replaced by better ones in your squad, so the ampy upgrade will be "lost".

There is one extra dressbloom and skillbloom in reissue shop for people who don't have get all the skill and dress bloom from original event. It's useless if you have already maxed her or if you only have the reissued version of her.
